Change how alternate descriptions are handled
Currently if a customer is set to use the alternate language and the alternate language description is not populated, nothing prints on customer documents
In the event the event the alternate language is blank use the standard description
Add a parameter to make alternate descriptions mandatory so future alternate language descriptions are required.
