Restrict new City Tax information by Parameter/Role

When entering a new document the City field can be accessed to add a new City + associated Taxes:

If the adding operator misspells a city this can lead to duplicates, and can also define City Taxes that then apply to the created document when access to Tax Code information is otherwise restricted.

Request: add a security role parameter to enable/disable the ability to add new Cities/Tax information on these screens to prevent improper entry or workaround to modifying tax information on a document.
